1.

He must personally inspect and check all books, re-

ceipts and cash every ten days or three times a month at least. Other occasional checks should be undertaken if, and when, thought

necessary.

He should remove the total Cash balance from the Shroff's custody on the occasion of such check, signing the Shroff's Collection Book as receipt.

(The Shroff should however pay over to the Collector at Tai Po the whole of his balance every time it approaches the sum of $500.00. This should be looked into by the Collector on each occa- sion of inspection.)

3. He should issue receipt books in numbers limited to the probable requirements for 10 days.

New issues only should take place on receipt of the

same number of used books.

These books the Collector should take care of per- sonally and should transmit used ones to Treasury as soon as con- venient.

4.

He should .9scertain from time to time when practica- ble (with Police assistance if possible) by general enouiry among the villages whether there is any ground for suspicion of wrong- doing. Large arrears in any one place might be a ground for suspi- cion.

5.

The Collector should push the Collection forward expeditiously with a view to legal enforcement taking place as early each year as possible.

6.

He should see that the warning notices issued by the Treasury are conspicuously posted at the Stations.
